		<description>i never understood why we get so flustered over an imaginary line. so if your house is within the boundries of service its protected but if its not then the residents are screwed. does this go for traveling motorist as well, if your not from this area your not protected because you dont pay city taxes? well i guess we better start checking drivers license before we start touching patients on MVA&#039;s.</description>
